A Shopify development agency builds, redesigns, migrates, customizes, and maintains Shopify stores for merchants. Revenue usually comes from fixed store-build projects, theme customization, migration work, custom development, and recurring maintenance.
Item | Practical summary |
|---|---|
Main revenue models | Store build fee, redesign fee, migration project, custom development, monthly maintenance |
Common services | Store setup, theme customization, migration, troubleshooting, custom features, ongoing management |
Agency entry cost | Shopify Partner account and client transfer stores can be used without paying for a merchant plan during development |
Common clients | New ecommerce brands, existing Shopify merchants, businesses migrating from another platform |
Merchant platform cost | Shopify Basic starts at US$29/mo with annual billing |
Main advantage | Client work can be built in Shopify's partner environment before the merchant starts paying for the production store |
Main risk | Poorly scoped custom work, third-party apps, revisions, and ongoing maintenance can erode project margins |
Important distinction | Development stores are for testing; stores intended for clients should use Shopify's client transfer store workflow |
The agency creates a new Shopify store for a merchant.
Typical deliverables can include:
theme configuration;
navigation;
product and collection setup;
payment and shipping configuration;
basic analytics;
app installation;
launch support.
The project should define which work is included because product entry, custom design, copywriting, app setup, and development can dramatically change the amount of labor required.
Existing Shopify stores may hire an agency to change:
theme layout;
product pages;
collection pages;
navigation;
mobile experience;
custom sections;
branding implementation.
A theme customization project is different from creating an entirely custom theme and should be priced accordingly.
Shopify's Partner Directory specifically lists store migration as a partner service.
Migration work can involve:
products;
customer records;
collections;
redirects;
historical orders;
content;
domain configuration;
apps or integrations.
Migration complexity depends heavily on the source platform and the amount of data that must be preserved.
Higher-value projects can include:
custom theme components;
app integrations;
Shopify Functions;
custom storefront behavior;
headless commerce;
bespoke business logic.
Custom development usually has greater scope risk than a standard store setup because requirements can continue changing during the project.
Recurring services can include:
theme updates;
app troubleshooting;
new sections;
seasonal campaign pages;
analytics changes;
bug fixes;
conversion improvements.
This creates recurring revenue after the initial store project.
Requirement | Minimum option | Cost | Priority |
|---|---|---|---|
Shopify ecosystem access | Shopify Partner account | Free | Essential |
Client build environment | Shopify client transfer store | No merchant subscription during build | Essential |
Test environment | Shopify dev store | Free | Recommended |
Merchant production plan | Shopify Basic | US$29/mo annually | Paid by client |
A development agency does not need to maintain a paid Shopify merchant subscription simply to build client stores.
Shopify provides partner environments for development and client work.
Shopify distinguishes current client transfer stores from development stores.
A client transfer store is used when a Partner builds a store that will eventually be handed over to a merchant.
The merchant begins paying for Shopify after the store is transferred and a paid plan is selected.
This allows an agency to build the store before the client incurs the normal production subscription cost.
Shopify development stores are free test environments intended for:
building apps;
testing apps;
testing themes;
experimenting with Shopify features.
Current Shopify documentation states that dev stores:
cannot process real transactions;
cannot become production stores;
cannot be transferred to a client.
If an agency is building an actual merchant store, Shopify directs partners to use a client transfer store instead.
This is important because older Shopify material sometimes refers to development stores being transferred to clients, while Shopify's current developer documentation has separated these workflows.
The merchant normally pays Shopify directly.
Current U.S. Shopify pricing with annual billing is:
Plan | Annual-billing price |
|---|---|
Basic | US$29/mo |
Grow | US$79/mo |
Advanced | US$299/mo |
Plus | Starts at US$2,300/mo |
Monthly billing is higher for Basic, Grow, and Advanced.
These fees are client operating costs rather than agency revenue.
Shopify can cover the merchant-side platform economics in more detail.
Define the required store, migration, redesign, or development scope.
Agree on deliverables, revision limits, and which party supplies copy, images, and product data.
Create the project through the appropriate Shopify Partner workflow.
Configure the theme and store structure.
Import or enter required product and customer data.
Configure payments, shipping, taxes, apps, domains, and analytics as required.
Test storefront behavior and checkout.
Obtain client approval.
Transfer the store or deploy the agreed work.
Offer maintenance under a separate recurring agreement if needed.
Shopify projects can become unprofitable when the original quote does not define the amount of work.
A fixed-price agreement should clarify items such as:
number of products to import;
number of templates;
custom section count;
custom coding;
copywriting;
product photography;
app setup;
migration scope;
revision rounds;
post-launch support.
For example, “build a Shopify store” can describe anything from configuring an existing theme to developing substantial custom storefront functionality.
The two projects should not be priced as the same service.
Shopify currently operates a Partner Directory where merchants can find independent Shopify service providers.
The directory replaced the former Shopify Experts Marketplace in October 2023.
Services listed in the directory include:
store build or redesign;
store migration;
theme customization;
product and collection setup;
development and troubleshooting;
headless commerce;
ongoing website management;
marketing and analytics services.
Shopify states that merchants communicate with Partners and agree on project terms directly.
Being a Shopify Partner does not automatically mean that an agency is listed prominently in the directory.
The Shopify Partner Program provides businesses working with merchants access to Shopify's partner ecosystem and development resources.
Shopify has changed its partner branding in recent years.
The old Shopify Experts brand and marketplace have been retired, and the previous Shopify Plus Partner program was also sunset.
Agencies should therefore avoid marketing themselves using obsolete Shopify Partner designations unless they still have authorization to use the relevant current badge or tier.
Client stores should ultimately remain under the merchant's control.
The agency may require collaborator or partner access to perform ongoing work, but the merchant should retain ownership of:
store;
domain;
payment account;
customer data;
billing;
primary administrator access.
This reduces disputes when the agency relationship ends.
Agency project quotes should distinguish the agency's own fee from third-party costs.
A Shopify build may require:
paid theme;
subscription apps;
email software;
reviews software;
subscription tools;
page builders;
analytics tools;
custom app infrastructure.
These recurring costs normally belong to the merchant.
An agency that bundles them invisibly into a recurring fee can create confusion about what the merchant actually owns.
Suppose an agency charges US$6,000 for a store build.
Direct project costs are:
contractor development: US$1,500;
design work: US$800;
project management labor: US$700;
other direct costs: US$200.
Total direct costs:
US$3,200
Gross project contribution before general overhead:
US$6,000 − US$3,200 = US$2,800
This is a calculated illustration, not a Shopify agency benchmark.
The example shows why project revenue alone is not useful without measuring actual delivery labor and subcontractor costs.
Project revenue − direct delivery costs
Direct costs can include:
developers;
designers;
contractors;
project-specific software;
migration services.
Project revenue ÷ total agency hours used
A project with a high invoice value can still be weak economically if revisions consume excessive labor.
Maintenance and ongoing development contracts can reduce dependence on continuously finding new store-build clients.
Compare:
Actual delivery hours − estimated delivery hours
Repeated overruns usually indicate poor scoping or pricing rather than simply slow execution.
Scope creep can eliminate project margin. Fixed-price projects need clear deliverables and revision limits.
Third-party apps create dependencies. An agency may be blamed for failures caused by an external app or platform integration.
Client content can delay launch. Missing product data, photos, copy, or approvals can extend a project even when development is complete.
Use the correct Shopify store type. Current Shopify documentation separates non-transferable dev stores from client transfer stores.
Client ownership should remain clear. Domains, billing, payment accounts, and customer data should not become unnecessarily dependent on the agency.
Shopify provides access to its Partner Program without requiring an agency to buy a normal merchant subscription simply to begin building and testing Shopify projects.
Not through the normal merchant subscription workflow.
Shopify provides client transfer stores for Partners building stores that will later be transferred to merchants.
The merchant selects and begins paying for a production plan when the store is transferred.
Not under Shopify's current developer documentation.
Dev stores are now described as testing environments that cannot be converted into production stores or transferred.
Shopify instructs Partners to use a client transfer store when building a store for a merchant.
Shopify's current U.S. pricing lists Basic at US$29/mo when billed annually or US$39/mo when paid monthly.
Regional pricing and payment-processing costs can differ.
No.
